Québec blockchain industry: Hydro-Québec launches a request for proposals regarding the allocation of a 300-MW block of capacity
Hydro-Québec is launching a request for proposals (RFP) regarding the allocation of a 300 megawatt (MW) block of power and associated energy to non-firm service for cryptographic use applied to blockchains, including a block of at least 50 MW reserved for projects of 5 MW or less. This RFP is further to a decision issued by the Régie de l’énergie on April 29, 2019.
Projects will be evaluated based on the following economic development (90%) and environmental (10%) criteria:
- Number of direct jobs in Québec/MW: 30%
- Total payroll of direct jobs in Québec/MW: 30%
- Capital investment in Québec/MW: 30%
- Heat recovery: Avoided energy use/Total electricity use : 10%
Hydro-Québec has mandated Raymond Chabot Grant Thornton to accompany it in the RFP process and act as its official representative. Any questions or requests related to the RFP shall be sent electronically to the official representative via Hydro-Québec’s website.
Parties interested in submitting a bid can access the RFP documentation.
Bids selected under the RFP must, in particular, comply with the Rates and Conditions of Service for Cryptographic Use Applied to Blockchains, subject to the latter’s approval by the Régie de l’énergie.
