Calls for tenders for 300 MW of electricity from wind power and 480 MW of electricity from renewable sources: Hydro-Québec will analyze 24 bids totalling 4,205.3 MW

In its capacity as distributor, Hydro-Québec proceeded with the public opening of the bids received under its calls for tenders launched on December 13, 2021, for the purchase of two separate blocks of electricity, one for 300 MW of wind power and the other for 480 MW of renewables.

In all, 27 bids were received, of which three were rejected upon opening. Hydro-Québec will analyze 24 bids totalling 4,205.3 MW, broken down as follows:

  • 11 bids received under the call to purchase 300 MW of electricity from wind power, totalling 2,103.6 MW
  • 13 bids received under the call to purchase 480 MW of electricity from renewable sources, totalling 2,101.6 MW

Over the coming months, Hydro-Québec will assess the bids and will publish the results after the analysis is complete. Once signed, the contracts must be approved by the Régie de l’énergie, and the proponents will be responsible for obtaining necessary authorizations and permits. Deliveries of electricity must begin by December 1, 2026, at the latest.

Since the tender calls were issued, Hydro-Québec has worked with Raymond Chabot Grant Thornton with the application of the procedure for tendering and the awarding of electricity purchase contracts as well as bid evaluation.
